The arts center is built on what was the old provincial jail, an eclectic style building built in 1930. The current reform was carried out by Spanish architect Horacio Fernández del Castillo. This reform tried to respect the historical memory of the building in some of their rooms (eg in the central chamber that retains the cell doors and the original iron fence) and at the same time, have created new exhibition areas and management to suit a more functional programming needs of the center.
The center has a floor area of 9,500 m2, of which more than 2600 square meters are intended for exhibition halls. The center has a library, documentation center, conference room, shop, cafe, restaurant and complimentary parking.
